Grounds for election

Richard is an archaeologist with expertise in the management of the historic environment through the planning process. Since 1991 he has delivered historic environment advice to local authorities throughout Essex. He has extensive experience of managing, to the benefit of all parties, the complex historic environment implications of large-scale development, including, the London Gateway Port, recent phases of expansion at Stansted Airport, and the Channel Tunnel Rail Link in Essex. He played a key role in negotiating and maintaining Service Level Agreements between District/Borough Councils and the County Council, to ensure continuation of historic environment planning advice in challenging economic circumstances. He has undertaken many Historic Environment Characterisation projects, and carried out a wide range of archaeological fieldwork in Essex notably on the initial expansion of Stansted Airport and on sites in Roman Braintree, publishing reports arising from that work.
