Dr Colley’s PhD thesis was on the subject of income tax evasion in mid-Victorian Britain, and he is the acknowledged authority in this and related fields, with publications including The Devizes Income Tax Assessments, 1842-60 (Wilts. Record Soc., 55, 2002) and articles in Archives, British Tax Review, Journal of Transport History, Historical Research and Oxford Journal of Legal Studies. His thesis pioneered the use of income tax records in the study of fiscal and population statistics. He is also an expert in heraldic studies, with articles in the Denbighshire Historical Society Transactions, 2014, and Notes & Queries, 2016, as well as a forthcoming catalogue of the grants of arms made by Robert Cooke, Clarenceux King of Arms, 1567-93. For many years he has acted as honorary consultant on heraldry to the National Library of Wales. Now retired from a career in accountancy specializing in law, he is an Honorary Lecturer in Law, University of Wales, Aberystwyth.
